Okay I luf luf luf this! But, anyways. time for the critique.

Things I like:
-the eyes. I LOVE the eyes. I like the color and the lighting in them, I think it looks kinda like they're glowing but not at the same time, I love it!
-I love the background, I don't only like the pattern and color in it but I also like it how it has more black closer to Butters and more blue the further you get away.
-I really like the hair, it flows out really evenly and nicely in my opinion.
-Neck/Head. I love it how the head is shaped and the neck too.
-I really like the shading, it's very nice, smooth, and even looking.

Things to improve:
-Hands are still pointy, but that's not really something to worry much about.
-I think you should connect the bottom of the eyes to the top part of the eyes. It looks good, but it'd look better if the lines were connected.

Cute.

I like the face, especially the eyes. I also think you did a good job on the lines, they're nice and smooth. The shading could use some work, especially on the hair and face. Using a harder brush instead might work better and make the shading look sharper. Also, instead of shading with black and white, try different tones to make the colors pop more. It might look nice if you used a dark red or purple color (something warm) for the shadows, and a very light teal or blue (something cool) for the highlights to give it depth.
I know you were going for a cartoon-y look, but studying anatomy could still benefit your art. The hands look kind of funny, and something about the neck looks off.
For some reason, the background doesn't quite fit the image. The colors are good but the style is different so it looks a little funny.
Sorry if that came out harsh, but I'm just trying to give you constructive feedback.

Overall, it looks cute and I think you did a nice job.
